Drought forecasting and management are major issues in current water resources management. Drought severity relates not only to environmental conditions (i.e. hydrometeorological and hydrological factors) but also to human-use factors (i.e. the way in which water is stored, distributed and used for domestic, industrial and agricultural purposes) and ecological factors (i.e. impacts on fisheries, conservation areas and recreation). Drought awareness has increased, particularly since 1950, because of increasing human pressures on water resources and most recently with the recognition of the affects of abstraction on river levels and river ecology. With the increasing concerns about (i) global warming and the uncertainty of hydrological impacts at the regional scale, and (ii) water allocation to meet ecological needs, water resources management in a droughty environment has become a highly topical issue. This volume presents a critical analysis of issues involved in developing effective strategies for drought management and planning in the humid temperate zone. It will provide the basis for advancing scientifically-sound water resources management for the next millennium.

As head of ABC Sports, Roone Arledge created successful spectacles like Wide World of Sports and Monday Night Football. When he became president of ABC News in 1977, he used the same formula to revive the moribund division by giving tabloid treatment to coverage of Elvis's death and the Sadat-Begin peace accords. Arledge was also concerned that his on-air personalities lacked panache. Brilliant, rude and egotistical, Arledge, in his quest to make ABC News No. 1, was profligate with money. If he failed to woo Dan Rather from CBS, he successfully seduced Diane Sawyer and David Brinkley. And he was also lucky: two of his reporters whom he didn't consider top flight talent eventually became stars--Ted Koppel and Charlie Gibson. Gunther, a reporter for the Detroit Free Press , shows how events and personalities helped shape such shows as Nightline , 20/20 , World News Tonight , This Week with David Brinkley and Prime Time Live . He goes on to detail ABC's takeover by Capital Cities and Arledge's subsequent loss of power. Television observers with long memories will recall that the ABC network wasn't taken particularly seriously before Roone Arledge joined it. As head of sports, then later news, he changed the landscape of network broadcasting. Gunther, a reporter for the Detroit Free Press and coauthor of Monday Night Mayhem: The Inside Story of ABC's Monday Night Football (Morrow, 1988) , presents a balanced portrait of Arledge: though given his due for his many triumphs, he is portrayed as a remote, insecure executive reluctant to share credit. (Arledge's own evaluation of his career can be found in ABC founder Leonard H. Goldenson's autobiography, Beating the Odds , LJ 1/91, which contains more than 25 pages of Arledge's "recollections"). Gunther provides vivid accounts of the gritty, hard-driving producers and executives behind the scenes, as well as such famous on-air talent as Peter Jennings, Barbara Walters, and Ted Koppel. Roone Arledge, who from 1977 to 1991 exercised unquestioned, often autocratic control over ABC News, takes center stage here. Fantastic scoops and petty office politics, remarkable technological advances and serious struggles over issues of journalistic ethics animate a narrative that offers juicy gossip along with solid institutional history and thoughtful insights into the seemingly inevitable tensions that arise where truth, beauty, and the almighty dollar meet. Gunther discusses Arledge's successes--World News Tonight, Nightline, David Brinkley's Sunday morning show, and the more entertainment-oriented 20/20 and Prime Time--as well as his boners: e.g., the multianchor newscast he tested in the late 1970s. Gunther interviewed 165 people and talked with Arledge himself for more than 16 hours during eight interviews. He views Capital Cities' decision to reduce Arledge's power as perhaps inevitable, given the man's ego, characteristic flamboyant style, and reluctance to adapt to the management process installed by ABC's new owner. But Gunther wonders whether "the house that Roone built" can remain strong and creative without its charismatic leader. Will appeal to readers of People as well as Columbia Journalism Review. An Enigima

People who follow the television industry closer may rate this book higher than I do. I saw Roone's funeral on C-SPAN and learned a couple of interesting things about him (he never returned phone calls), so when I saw this book at the library I thought I'd read it.

Roone Arledge was an enigima. He was a television genius, but if you read a physiological profile on him before interviewing him you might never hire him. Okay, maybe that can be said about many high level executives. Roone couldn't make decisions, didn't like commitments (didn't sign a contract for his new job as President of ABC News until three years after he took the job), hated adversial positions, and let business problems fester until he had absolutely had to intervene. Doesn't sound like the type of pro-active executive that I'd want running my business. People skills weren't Roone's strong suit either, and he claimed he had nothing to do with a business or television mess where he had been an active participant or arrange for somebody else to take the blame. Okay, a lot of managers could plead guilty to these sins if their egos would let them.

Roone also liked stars (one female correspondent referred to it as star-f****** in the figurative not literal sense), but for his own career reasons. By hiring the big name star from another network he felt that he couldn't be second guessed if the star flopped (Katie Couric?). Promote somebody within the network and that person flopped, he was afraid that he would be second guessed forever. Go the safe route not the risky route regardless of the upside. Roone also broke the industry pay scale when he first hired a correspondent Cassie Mackin (never heard of her)from NBC. The standard network correspondents was $50-$75K at the time and Roone gave Mackin $100,000. Of course, this filtered through the industry and in time the industry pay scale increased substantially. Only the correspondents, anchors, and producers liked this. This made Roone the George Steinbrenner or Ted Turner of his industry. In short I'm not sure if Roone would have been a successful in any other industry except maybe the movie industry, but he sure struck gold in TV.
